easiest is program is micosoft frontpage. you can host the site yourself for free. and goto www.dyndns.org to get the name resolved

You can try web.com... its pretty easy to use and dont cost that much...if you are designing your own website...Dreamweaver would be a good program to use. hope this helps.

Doteasy has cheap hosting, $25 for a domain name and the hosting is free. The best web designing software, in my opinion, is Macromedia Dreamweaver. You should probably learn HTML, though. Generally if you own a domain, you're expected to know how to code on your own. In terms of graphics, Adobe Photoshop is the best, but Jasc Paint Shop Pro is cheaper and somewhat easier to use.

It's an open ended question.
In my opinion, If you are desigining a business site you don't want to go for a free host.
I have used, with no problem GoDaddy for my hosting and my registrar.
