Can anyone recomend good hosting plan ?
First, let's make a distinction... don't get your domain name registration from your hosting company. You should have two separate accounts for this... that will make it a lot easier for you to switch hosts should you have any problems (or need to upgrade to one that is more reliable).
Second, for ULTRA cheap, start with a free host. Free will never be as reliable as paid hosting, especially during high traffic times, because of the number of websites that are likely to be sharing the same physical machine. But again, when you've go the domain name first, it will be much easier to move your site to a more robust hosting solution down the road, when your traffic justifies it.

For a reliable paid hosting plan, I like HostGator. I have several sites hosted with them myself, and have a few clients hosted there as well. The tech support staff has always been helpful with any of my needs, which can be quite a challenge sometimes, as I'm a software engineer as well as a web designer.
As you compare hosting plans, be aware that it's not just about bandwidth and storage space, especially if you're going to be running software that needs access to a database (blogs, content management systems, forums, online stores, etc). Here's a point-by-point list...
