Your requirements vs. your price is ludicrous. You're about 30 pounds shy of realistic.

That said, it doesn't get cheaper than GoDaddy -- at least, not and still work most of the time.

They are about 5.95 USD a month

Cheap is not always best what if your website is down 10% of the time everyday.

I have been using http://aplis.net/ as web hosting service provider - So far no I had not faced any issue.

Else try awardspace for free.
