Or do I have to use a web host? I already have a domain address, so I feel ripped off that now they want me to buy web hosting as well. Any way to design my page myself and put it on the domain address I just bought?

You need a web hosting account as well as a domain name. That's actually GOOD news, because you WANT to get these in two separate places, not from the same company.
Even more good news... there are places where you can get free hosting (with no ads), and you can point your existing domain name to your hosting account. Check this one out...

A web domain is just a named shortcut to a server... that's it.
That way, instead of telling people to go to 203.12.191.127 or whatever, you can tell them to go to mykickasswebsite.com.
So, basically, if your domain name doesn't point to a web server anywhere, it's completely useless aside from the fact that you're keeping anyone else from using it.
P.S.
You can, however, pick any hosting company you wish, and alot of them aren't all that expensive. The only other way is to have that domain name point to the IP address of an always-online computer you control that's running a web server on it. (Apache web server is free, by the way)
