IPCs may not sell or represent non鈥揦XX products or represent or encourage representation of marketing opportunities from other companies to other IPCs except to those the IPC personally hosts.
An initial response to an inquiry about an IPC鈥檚 non-XX business activities does not constitute solicitation under this policy.
What is meant by "response constitutes solicitation" in this context?

Selling these items is a banned activity.
However, an inital response to an inquiry about non-XX business does not constiture solicitation.
In this, 'solicitation' is used to mean solciting sales, trying to sell, looking for customers. That would be banned. But there is an exception - an iniital respnse to an inquiry is defined as NOT being solicitation, so there would be no violation of the rule.
