If the chargebacks are mainly due to fraud, you need to use a biller that at least does some screening for potential fraud, including comparing the IP address with the location claimed as the billing address, since the vast majority of stolen credit card account numbers end up in third-world countries where spamming is a business. You also need to have customer service people available to respond to inquiries from issuing banks. Chargebacks occur when there is no cooperation or a lack of contactability on the part of the merchant.

Train your sales and support staff continuously. Implement controls to review what your sales and support teams are offering your clients for sales quotes and for support.
People don't usually go to the trouble of creating a charge back when they get what they expected at the price quoted.
