No. You have to have some server-side language to do it.

No, PHP / MySQL works fine.
3 do I have have a web site that enable ASP.NET
No.
4 does yahoo provide ASP.NET
No.
5 if not please tell me a good web hosting servise that provide that.
I prefer http://www.webhost4life.com for shared ASP.NET hosting. http://www.godaddy.com also provides ASP.NET hosting.
6 How do I build a forum
You don't. You use a forum that's already been built. I would recommend http://www.phpbb.com but you can also use http://www.communityserver.org if you want to use ASP.NET
7 how can I put it in my web site
1. Get a Web host
2. Download the forum script
3. Follow the installation instructions that came with it.
I would recommend getting Web hosting from http://www.dreamhost.com and using their installer to install phpBB.
