ASP (Not ASP.NET) should be available on most servers (even some unix servers support ASP) I am not sure, if any free server can do that. Best way to check -- upload some .asp and Windows scripts and check if they work.
You have to buy static IP. Its not a software solution. Your ISP can help you on getting static IP address.
